1947年春，胶东解放区龙王岛解放伊始，岛上人员鱼龙混杂，敌我难辨，而我山东战场军火短缺，形势危急。地下党员刘三嫂和中共龙王岛区委书记兼区长叶洪山，接上级胶东军区武装部副部长于德海指示，以办渔业供销社之名，实施“海葵行动”，暗中组织艄公协助军火运输线。恰逢日伪残余势力、海匪渔霸迟龙章计划反攻龙王岛，派出亡命海盗李忠祖“诈死”回岛，组织暗杀排制造恐慌，妄图乱中夺岛。刘叶二人在龙湾头村渔救会长、党支部书记王四江的协助下，粉碎了暗杀排一系列阴谋，更揪出了潜伏极深的特务刘志山。山东战局突变，我军暂时战略转移，龙王岛一度被迟龙章占据，但刘三嫂与我留守军民不屈不饶、坚持敌后斗争，叶洪山则在龙王岛周边继续游击战。在他们的不懈努力下，我军最终顺利完成“海葵行动”，彻底解放龙王岛，打倒了反动派，扭转了战局.
