故事的舞台从《SPEC》的警视厅公安部公安第五课未详事件特别对策系、俗称“未详mishou”转移到内阁情报调查室，转移到SPEC HOLDER对策的特务专职人员、俗称“特务tokum”。系长野野村光次郎（龙雷太饰）在《继续》《SPEC》中登场，是殉职的野野村光太郎的弟弟。
