该剧每一集都是完整的一个故事，惊险谜题一步步展开。高桥克典在剧中饰演的巡查部长富坚正义，可以说是朝日台刑事剧史上“最坏”的刑事。而高桥克典的同事们也邀请了不少著名演员加盟，包括内山理名、铃木浩介、平山浩行等等。
边境丛林，一场缉毒行动遭袭击，行动失败。3年后，缉毒行动中的生还者—警察李国宝，“毒贩”王旭突然现身。归队后的李国宝被任命缉毒副队长；而原本是卧底警察的王旭因副局长曾海昏迷而归队无望。此时，市内发现制毒窝点，同时发生银行劫案，王旭凭借高超的制度及手段打入毒贩内部，利用各种黑势力的勾心斗角暗查地下毒枭琅猜犯罪事实，同时发现李国宝曾在三年前缉毒行动失败后曾被琅猜挟制而被其控制。对抗升级，王旭陷入重重困境。一次行动中，女国际刑警卡卡发现王旭手中的“平安扣”，因此得知王旭的真实身份。在卡卡和公安局尚局长帮助下，王旭营救了被琅猜绑架的女儿叶小回，最终化妆成毒贩打入琅猜毒巢并成功捣毁 。
