该剧以抗战时期的延安为背景展开一系列抗战锄奸的故事。根据抗日战争时期党史机密档案中所描述的中统、军统、日本派遣间谍在延安的秘密特务活动编写，讲述了抗战时期的延安边区保安处处长周劲为了保卫延安以及中央首长的安全，与潜伏的间谍、日军特务、叛徒以及土匪之间斗智斗勇的故事。
