在香港街头，一群人在听一个说书人讲故事。一辆警车开来，以妨碍交通为名将说书人带回警局。有两个人为了继续听故事而跟警察动手，为的是能和说书人一起被带回警局。说书人说的是多年前一个著名的粤剧编剧南海十三郎的故事。十三郎生于广东南海，在家中排行十三，父亲是江太史公。在一次慈善舞会上，十三郎对上海女子莉莉一见钟情，并追随其到上海，但莉莉对他并无好感。
