共产党员林茂生舍弃县城机关的安逸生活和与妻子出国的机会，回到生他养他的故乡凤凰村，代理村支部书记。他一心想改变家乡的贫困面貌，带领乡亲们走上奔向幸福的康庄大道。但是他所面临的现实是严峻的，村民们辛辛苦苦集资开发的小硼矿由于矿石品位低，卖不出好价钱，又连续出现安全事故。林茂生顶着上到乡长，下到乡亲的压力，毅然关掉了这个劳民伤财的小矿。可是他也掐断了乡亲们脱贫致富的念想儿，他陷入了矛盾和痛苦之中，乡亲们的不信任，乡里主管领导的不支持，妻子孩子的不理解，曾使林茂生一度动摇了自己的理想和信念。最后，他在省县领导的鼓励下，在老支书等党员干部和农技专家的鼎力相助下，找到一条科学的“以栗带柞”致富路子，大胆改变了家乡放养柞蚕，破坏生态的传统，利用当地地理优势，引进先进板栗品种，经过艰苦奋斗，终于让凤凰村父老乡亲们露出了幸福的笑脸。
